Complaints tell you someone objected; orders tell you who the authority believed. This guide maps where each Phase-B portal keeps complaint lists, published orders and tribunal/appeal references, and how to read an order directing refund or interest. Outcomes outweigh counts.

What to do

Search the promoter name as well as the project - entities repeat.
Read the operative direction (refund, interest, timeline), not the headline.
Check whether the order was complied with or appealed further.
Tribunal references mean the dispute outgrew the authority - read both ends.
